Logical guess. The Outsiders was the team Roy and Dick started. It was there team. To see them both missing, and having no one know where they are leads to lots of questions and everyone is looking for someone to blame. Plus anyone who knows anything about how much security a team headquarters would have would have to know that there was probably someone on the inside.

One other thing that interests me. The sweeps by the members of the core to make sure that nothing is going wrong... What's the chance that one of those rings would pick something up that would flag Roy and Dick's location?

Just a thought, you guys have been so through with details but I figured I'd ask anyway.
