Starfire, despite his passion and love, was history. Babs...she's too identified with the Bat and she has hurt and rejected him so many times so killing her wouldn't be that difficult.
But he has no romantic entanglement with Donna that could cloud the issues, but he loves her like a sister, admires her, respects her. During the Titan days when depression and other doubts threatened to cloud his mind, it seemed that Donna was the only one who could talk sense into him.
And given the way he took her death very hard, I don't think he'd want to see her again, much less be the instrument of her death.
